Heat the oven to 350°F (180°C). Line a baking sheet with parchment so the cookies lift off easily.
In a large bowl, stir together the sugar, baking powder, and salt until evenly mixed. If the baking powder is clumpy, sift it in.
If the mixture won’t hold a shape, add up to 1 tablespoon water a little at a time, pressing and stirring until it just comes together. Don’t over-wet it.
Portion small walnut-sized pieces and gently compress them into little mounds. Set them on the tray with space between each one.
Bake for 10–12 minutes, just until the edges begin to change color slightly. Let them sit on the sheet for 5 minutes, then move to a rack to cool fully.
