Heat the oven to 400°F (200°C). Grab a medium baking dish with sides so the sauce stays around the chicken.
In a shallow plate, stir together flour, salt, pepper, and paprika. Dredge the chicken and shake off any excess.
In a bowl, combine lemon zest, brown sugar, lemon juice, and water. Stir until the sugar starts to dissolve.
Lay the coated chicken in a single layer. Pour the lemon mixture over the top so it runs into the corners of the pan.
Bake for 25–35 minutes. Around the 15-minute mark, spoon some sauce over the chicken to keep it moist.
Remove when the chicken is cooked through. If the sauce is still thin, bake 2–3 minutes longer. Serve hot with lemon slices.
