Heat the oven to 350°F (180°C). Lightly grease a medium baking dish so it releases easily.
Add ground beef to a skillet. Stir in the chopped onion and cook over medium heat until the meat is browned; spoon off excess fat if needed.
Pour in the tomato sauce and ketchup. Season with salt and pepper, then simmer for 2–3 minutes so it thickens slightly.
Place the flour in a large bowl and whisk to loosen it. Stir in a few spoonfuls of the hot beef mixture to temper, then mix in the rest until combined and smooth.
Spread the mixture into the baking dish and level the top. Bake for 25 minutes, until the casserole is set around the edges.
Sprinkle cheddar over the hot casserole. Let it melt for 2–3 minutes, then rest 5 minutes before slicing and serving.
