Heat the oven to 375°F (190°C). Lightly grease a baking dish so the potatoes release easily.
Peel the potatoes, then slice them thin and evenly. Consistent slices help everything cook at the same pace.
In a bowl, whisk together the flour, half-and-half, paprika, and (if using) salt and pepper until smooth.
Arrange a layer of potato slices in the dish. Spoon over a little sauce, then sprinkle cheddar and a bit of parmesan. Repeat the layers until you run out.
Pour the remaining sauce over the top. Add the rest of the cheeses and dust lightly with paprika.
Cover with foil and bake for 60 minutes. Uncover and bake 25–30 minutes more, until the top is lightly browned and the potatoes are fork-tender.
Let the dish sit for 10 minutes before slicing. This helps the sauce set up and makes serving neat.
