In a bowl, whisk the cold heavy cream with the sugar until it thickens slightly. You want it pourable, not fully whipped.
Add the instant coffee to the sweetened cream and stir or whisk briefly until fully dissolved and smooth.
Divide scoops of chocolate and coffee ice cream among 6 tall glasses. Mix the flavors in each glass if you want.
Pour the coffee-cream mixture over the ice cream in each glass. The ice cream will rise and float on top.
Dust with cinnamon and serve immediately. If it sits too long, the ice cream melts and the drink gets thinner.
