Heat the oven to 350°F (180°C). Line a baking sheet with parchment so the cookies release easily.
In a small saucepan over low heat, melt the margarine. Add the miniature marshmallows and stir constantly until smooth. Keep the heat low—don’t let it boil.
Remove from the heat. Mix in the granulated sugar until evenly combined.
Add the flour gradually, stirring at first and then gently mixing until you get a workable dough that holds its shape. If it feels too stiff, add 1–2 tablespoons warm water.
Pinch off walnut-size pieces, roll into balls, and place them spaced out on the tray. If you like, lightly press with a fork to flatten a bit.
Bake for 10–12 minutes. Pull them when the edges just start to take on a little color; overbaking will dry them out.
Let the cookies rest on the tray for 5 minutes, then transfer to a rack to cool fully. They’ll be very soft while warm, so move them gently.
