Rinse and drain the cauliflower florets. Slice the red pepper and mince the garlic.
Set a wide skillet over medium heat. Add the olive oil and let it heat gently.
Add cauliflower and cook for 2–3 minutes, stirring so it picks up a little color.
Stir in the sliced red bell pepper and cook for about 1 minute.
Pour in the water and cover. Steam for 3–4 minutes until the cauliflower is tender-crisp.
Uncover, add garlic, and cook 30–60 seconds, stirring. Keep it moving so the garlic doesn’t burn.
Season with salt and black pepper if you like, then serve warm.
