Measure the spices into a clean, dry bowl. If the cornstarch is clumpy, sift it in first.
Stir the chili powder, oregano, salt, cornstarch, granulated garlic, and cumin until the color looks uniform. Add the optional pepper and paprika if you like.
Pour the blend into a small jar with a tight lid. Keep it cool and dry, away from sunlight; shake before each use.
Use about 1 tablespoon per 1 lb / 450–500 g meat (or a pan of veggies). While cooking, add 1/4–1/2 cup (60–120 ml) water and stir 1–2 minutes until it lightly thickens and coats.
