Heat the oven to 220°C (425°F). Line a baking sheet with parchment or lightly grease it.
In a large bowl, whisk together the flour, salt, sugar, and baking powder until evenly combined.
Add the vegetable shortening. Use your fingertips or a pastry cutter to work it in until the mixture looks like coarse crumbs with small pea-size bits.
Pour in the cold milk and stir just until a shaggy dough forms. Stop as soon as it comes together to keep the biscuits tender.
Turn the dough onto a lightly floured surface. Gently fold 2–3 times, then pat to about 2 cm (3/4 in) thick. Cut out 9 rounds with a glass or cutter.
Place the biscuits on the tray and bake for about 13 minutes, until lightly golden on top. Serve warm.
