Combine bulgur and hot water in a bowl, cover and let it rest for 10 minutes.
Heat oil in a pan, add chopped onion and sauté for 3 minutes.
Stir in tomato paste and beef broth, cook for a few minutes until flavors meld.
Transfer soaked bulgur to the paste mixture, mix well using a spoon or by hand.
Fold in grated carrot, chopped lettuce and parsley, then serve fresh.
