Add the chicken broth and water to a wide pot. Stir in the onion, cumin, oregano, chipotle, bay leaves, and salt.
Bring it close to a boil over medium heat, then lower the heat so it bubbles softly. Let it simmer for 60–90 minutes. If the liquid drops too much, splash in a little hot water.
Remove the bay leaves. The onions should be very tender; you can lightly press them with the back of a spoon so they melt into the broth.
Use the mixture as a sauce or strain it, depending on how you’ll serve it. Taste and adjust salt in small increments before spooning over tacos, wraps, or bowls.
