In a small saucepan, combine the water, brown sugar, and lemon juice. Stir until the sugar dissolves.
Whisk the cornstarch with a splash of cold water until smooth, then pour it in. Cook over medium heat, stirring, until the sauce turns glossy and thick.
Add the mandarin segments and sliced green pepper. Simmer 3–5 minutes so the pepper softens slightly but still has a bite.
Spoon the warm mandarin sauce over cooked pork chops. If it gets too thick, loosen with 1–2 tablespoons water before serving.
