Trim excess fat and slice the beef thinly. Add cold water and boil until the liquid is absorbed.
Heat a wok or flat pan, add cotton oil, then the boiled beef and paprika. Cook while stirring, adding water gradually until absorbed.
Place the cooked tantuni in lavash, add tomatoes, onion, and parsley as desired, then serve warm.
