Pour the water and milk into a medium pot. Warm over medium heat, stirring now and then until it’s nicely hot.
Sprinkle in the dried chives. Stir for 1–2 minutes so they hydrate and distribute evenly.
Lower the heat and keep it hot for 3–5 minutes without letting it boil. Keep an eye on it so the milk doesn’t foam up and overflow.
Ladle into bowls. Finish with a little extra dried chives if you like, and serve warm.
