Combine beef, onion, egg, breadcrumbs, salt, and pepper. Knead well and refrigerate covered for 30 minutes.
Divide the rested mix into equal portions and form round patties fitting the buns.
Sauté oil and sliced garlic in a pan for 2 minutes until fragrant.
Add tomato puree, ketchup, salt, pepper, and water. Bring to a gentle boil and sweeten with sugar if needed.
In a heated pan, cook the patties on both sides until nicely browned.
Soak the inner sides of buns in the sauce. Arrange in a steamer-equipped pot and top with patties.
Brush remaining sauce over buns, cover with parchment, and bake at 180°C for about 6 minutes.
