Heat the oven to 425°F (220°C). Line a baking sheet with parchment or lightly grease it.
In a large bowl, whisk together the flour, baking powder, baking soda, salt, and sugar until evenly combined.
Add the shortening (or melted, slightly cooled butter) and rub it into the flour mixture until it looks like coarse crumbs.
Pour in the warm water and buttermilk. Mix and knead briefly just until a soft dough forms; don’t overwork it. Add a spoonful of flour only if it feels too sticky.
Cover and let the dough rest for 1.5–2 hours so it relaxes and bakes up more tender.
On a lightly floured surface, pat or roll the dough to about 1 inch (2–2.5 cm) thick. Cut into rounds and place on the baking sheet.
Bake for 10–12 minutes, until the tops are lightly golden. Let them sit for 5 minutes, then serve warm.
